SHUT ALLIANZ ARENA; UEFA ORDERS

Sector 124 of Bayern Munich's home stadium, the Allianz Arena will be shut when the team play Manchester United on April 9th, 2014. This is part of the penalty for some of their fans' recent behaviour in a Champions League game against Arsenal. The fans were seen with a homophobic racist banner aimed at Arsenal.

The team was also fined €10,000 as part of a joint penalty for the offence. UEFA and Bayern have however refused to comment about how many seats will be affected by the closure. Racist chants remain an issue in Europe, especially Germany and Russia. Seems the fines are not working.   What is the way out?
